Put those files into a folder, when you want to convert something, name it car.tga and click on TEX.bat which should make your car.tga a car.tex, save your new .tex file as car### (or ## ect.). IT IS VERY IMPORTANT THAT YOU SAVE YOUR FILE AS A 24 BIT UNCOMPRESSED FILE!

For more information refer to your NASCAR HEAT G2 Platinum user guide which is in your G2 folder.

There should be three files. You stuff them into one folder. Do you see them?

ok i got it to the tex. now how do i get it in the game?

All the info you need is in this folder:

C:\Program Files\Hasbro Interactive\NASCAR Heat\CotPlatinumG2\G2_Utilities

Then you click on Platinum G2 User Guide and go to section 14 about adding new paints.
