This is very very easy to do, trust me.

lets start with a solid silver color

Yeah, it's supposed to be silver, but it looks gray, and you want that shiny look like you would see on Scott Speed's car.

So go to effects -> noise -> add noise

Something should pop up like this:

You can see I have it preset to these coordinates:
Intensity - 25
Color saturation - 14
Coverage - 100.00

That way you get a nice texture, it doesn't look overkill.
